The phrase u shpall pavarësia consists of the verb u shpall and the noun pavarësia.

The journalist speaks very clearly and can be easily understood. She emphasizes the fact that on the same day Kosovo declared independence, the new flag was approved by the Kosovo Parliament.

The whole sentence can be translated as:

Flamuri i ri u miratua nga Kuvendi i Kosovës pikërisht ditën kur u shpall pavarësia, me 17 shkurt. (The new flag was approved by the Kosovo Parliament on the same day that independence was declared, the 17th of February.)

The missing phrase is: për draftin e ri të flamurit (for the new draft of the flag.)

The news anchor speaks quickly, but clearly. She refers to the year 2007 when the competitive contest was held for the new flag.

Although the reporter's speech is prepared, it is rapid; she says two words together as if they were one: tflamurit. The vowel ë appears to be missing and seems as if it is swallowed by the speaker; in fact, it is there: të flamurit. Listen carefully one more time!

Qeveria e Kosovës hapi një konkurs dhjetë ditor (the government of Kosovo held a 10-day competitive contest)

The missing phrase is: asnjë simbol etnik (no ethnic symbols)

The anchor is trying to say that the new flag should represent all ethnic groups living in Kosovo.

Note that the phrase you heard sounds like one word: asnjisimboletnik; in fact, there are three words in this phrase:  asnjë simbol etnik.

Note the rising intonation at the beginning of the sentence: kushti ishte (was a condition)

Note the formal speech by the news anchor. She speaks clearly, quickly, and without pauses. The format of formal spoken Albanian is similar to written Albanian. Notice the anchor raises her voice to emphasize that the six ethnic groups will have equal rights.

The whole sentence says:

The missing phrase is: pasurinë në minerale (richness in minerals)

Note the intonation when the journalist raises her voice to say:

dhe ngjyra e arit pasurinë në minerale

She speaks a bit quickly here, but she is still very clear. She is very positive about the future of the people in the region and emphasizes the fact that the future of the people living in the region is going to be great with all the resources Kosovo has to offer.
